Circulor applauds EU for reaching agreement on the Battery Regulation

With each battery on the market requiring a digital battery passport, the Battery Regulation sets unprecedented transparency.

London, 12 December 2022 – Circulor, the leading supply chain traceability solution, applauds the EU Council and Parliament for reaching provisional agreement on the EU Battery Regulation on Friday 9th December 2022.

For batteries manufactured in or placed into service on the European market, the regulation sets:

  • Collection and recovery targets,
  • Mandatory minimum levels of recycled content
  • Requirements for measuring and reporting embedded carbon emissions
  • Requirements for ensuring battery materials are responsibly and ethically sourced
  • Requirements for each battery to have a “battery passport” and QR code to make transparent and visible all relevant sourcing, production, and safety information.

The regulation’s requirement that each battery have a battery passport ensures that the EU battery industry builds a highly competitive and circular battery economy, hand-in-hand with building one that is responsible, safe, and transparent.

The Battery Regulation sets a new global precedence for consumer transparency. Congratulations to the EU Commission, Council, and Parliament for this accomplishment. With EVs and other battery applications needing a battery passport, Europe will build a more sustainable, secure, and circular battery economy, and Circulor is pleased to provide the digital solutions to enable it.

Douglas Johnson-Poensgen, CEO of Circulor

Battery passports will be required in early 2026 and will need to share information on the origin and production journey of materials, embedded emissions, ethical and responsible sourcing, percentage of recycled content, and state of health and lifecycle management. This battery passport data will then need to be accessible via QR code to different stakeholders within the battery ecosystem, as outlined in the Battery Regulation.

With years of experience and the largest network of EV battery supply chain participants, Circulor‘s Battery Passport is a turnkey solution for manufacturers, repairers and recyclers seeking to comply with the EU Battery Regulation. Circulor's technology tracks minerals and materials as they change state through complex industrial supply chains and attaches to this digital chain of custody additional data inputs, like GHG emissions and compliance with responsible and ethical sourcing. Its technology also enables in-life state-of health and other updates to drive circularity and end-of-life.

Circulor is also the lead technology implementor of Germany’s “Battery Pass” project and is uniquely suited to help clients prepare to comply, even as the specific methodologies from European regulators are finalized.

To meet with the new rules of the EU Battery Regulation businesses are encouraged to act now, especially ahead of reporting carbon emissions by mid-2024 and providing battery passports in 2026.
